CTF Online Symposium: Islamic State - Khorasan Province

In this CTF Online Symposium, the Centre for Financial Crime and Security Studies (CFCS) looked at terrorism financing in Afghanistan, diving into the financing strategies of Islamic State – Khorasan Province (ISKP). The ongoing, gradual collapse of Islamic State’s central command in Syria has seen the adoption a hub-and-spoke system that shares fundraising responsibilities across the global network. Somewhat of a ‘golden child’ within this new network, ISKP stands out as the worthiest recipient of what meagre funds remains, so long as it continues to deliver return on investment for the movement.

In his recent research briefing for Project CRAAFT titled “Islamic State in Afghanistan: A Golden Opportunity for a ‘Golden Child’”, Stephen Reimer outlines major trends in the financial tradecraft of ISKP, how the branch factors into broader Islamic State financial networks, and how the group looks after its own financial needs. In laying out the state of ISKP financing, he offers some points of access for mapping and ultimately disrupting ISKP financing.
